Korrumpiert und verstoßen, widerstrebend und vereinnahmt ging das "Chamäleon" Carl Schmitt im Dritten Reich seinen eigenen Weg. Die europäische Zeit- und Rechtsgeschichte spiegelt sich exemplarisch im Werden und Wirken des "Kronjuristen des Dritten Reiches", und heute sind die Ideen dieses Staatsrechtsvordenkers und Großraumvisionärs wieder brennend aktuell.

This paper reflects on a genesis that seems inseparable from that of the human, namely, the coming into being of social organization. It seems impossible to think of a time when humans were not embedded in some social configuration, but it is equally impossible to think of the human species evolving complete with sociocultural formations attached. Even deciding on the word for the beginning of organization prejudges the issue: are we speaking of an emergence, a development, a making, or a (...) virgin birth? Calling on three authors – Giambattista Vico, Michel Serres, and Paolo Virno – I present three kinds of processes of becoming: one as a directional sequence of interlocking steps, one as the fertility of unintended consequences, and one as the creativity of linguistic ruse. Glancing at these different versions sideways one can make out some universal features of the genesis of organization: a self-referential circularity at its inception which hides the starting point, a unique engagement with language and the symbolic, and an intentional act that creates the possibility of a new and different future. During the course of the eighteenth century important changes occurred in the conception of matter held by British natural philosophers. Historians of science have described these changes in different ways, but certain common features can be abstracted from the more recent accounts. First, there was a movement away from Newtonian matter theory, which saw all matter as the various organizations of homogeneous particles and the forces of attraction and repulsion acting between them. In place of this theory increasing favour was (...) shown towards a more empirical or ‘chemical’ approach to matter which assumed the existence of several essentially distinct types of matter each endowed with different specific qualities or properties. Carpendale & Lewis's (C&L's) theory falls in with an existing set of theories that children's understanding of mind is collaboratively constructed in linguistically mediated social interaction. This social constructivist view needs to be clear about the complementary contributions of the child and of the social environment. I distinguish between the child's individual linguistic ability and the dyad's social communication, proposing that each makes a contribution to theory-of-mind development, differently balanced in different individuals.

The semantics of anaphoric pronouns or _relativa grammaticalia_ played an important role in the treatises of both grammarians and logicians in the middle ages. However only very recently has the theme again received comparable attention in transformational grammar and the analytic school of linguistic philosophy under the influence of Geach. Here philosophers of language take particular interest in the question of how far these expressions can be seen as colloquial counterparts of the bound variables known from predicate logic. This work (...) shows that scholastic theories of _suppositio relativorum_ underwent a development in the 14th century and that the theories which gradually emerged anticipated in important ways the insights of recent linguistic philosophy. This thesis is illustrated by editions of selected texts of the logicians of the new continental universities of Vienna and Prague of the end of the 14th and the beginning of the 15th centuries and make it clear that the often asserted decline of scholasticism had not yet set in in the period after Ockham and Buridan. The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Carl Schmitt is one of the most widely read and influential German thinkers of the twentieth century. His fundamental works on friend and enemy, legality and legitimacy, dictatorship, political theology and the concept of the political are read today with great interest by everyone from conservative Catholic theologians to radical political thinkers on the left. In his private life, however, Schmitt was haunted by the demons of his wild anti-Semitism, his self-destructive and compulsive sexuality and his deep-seated resentment against the (...) complacency of bourgeois life. As a young man from a modest background, full of social envy, he succeeded in making his way to the top of the academic discipline of law in Germany through his exceptional intellectual prowess. And yet he never felt at home in the academic establishment and among those of high social standing. In his works, Schmitt unmasked the liberal Rechtsstaat as a constitutional façade and reflected on the legitimacy of dictatorship. When the Nazis seized power Schmitt was susceptible to their ideology. He broke with his Jewish friends, joined the Nazi Party in May 1933 and lent a helping hand to Hitler, thereby becoming deeply entangled with the regime. Schmitt was irrevocably compromised by his role as the ‘crown jurist’ of the Third Reich. But by 1936 he had already lost his influential position. After the war, he led a secluded life in his home town in the Sauerland and became a key background figure in the intellectual scene of postwar Germany. Reinhard Mehring’s outstanding biography is the most comprehensive work available on the life and work of Carl Schmitt. Based on thorough research and using new sources that were previously unavailable, Mehring portrays Schmitt as a Shakespearean figure at the centre of the German catastrophe. (shrink)

Testing assumptions proposed by Frenzel’s reciprocal model of teacher emotions (e.g., Frenzel, 2014 ), this study explored relations between teachers’ appraisals concerning the attainment and importance of their teaching goals, and their emotions. Specifically, we addressed teachers’ goals of high student performance, motivation, discipline, and high-quality teacher–student relationship and three key discrete emotions, namely, enjoyment, anger, and anxiety, during teaching. We had 244 secondary school teachers (70.1% female) self-report their goal attainment and importance appraisals and emotional experiences with respect to (...) up to three different classes they currently taught. Results from single- and two-level multivariate multiple regression analyses largely supported the relevance of the goal attainment appraisals for teachers’ emotions both on the between-person and the within-person level. Goal importance appraisals proved to be of secondary relevance. On the between-person level, those teachers who positively appraised the attainment of motivation, discipline, and teacher–student relationship quality proved to report more enjoyment and less anxiety and anger. On the within-person level, teachers reported enjoying teaching those classes more, which they perceived as better performing, more motivated and disciplined, and with whom they had a better relationship. Anger and anxiety were negatively linked to appraisals pertaining to the attainment of discipline and teacher–student relationship quality. Across both analysis perspectives, teacher–student relationship quality attainment showed particularly strong links with all three emotions. Because teachers’ subjective evaluations regarding student behaviors were shown to be highly relevant for their emotions, we conclude that teachers could be supported in modifying their emotional experiences through cognitive reappraisal. Interventions targeting teachers’ relationships with students, and their cognitive judgments thereof, seem particularly promising. (shrink)

Communities often unite during a crisis, though some cope by ascribing blame or stigmas to those who might be linked to distressing life events. In a preregistered two-wave survey, we evaluated the dehumanization of Asians and Asian Americans during the COVID-19 pandemic. Our first wave revealed dehumanization was prevalent, between 6.1% and 39% of our sample depending on measurement. Compared to non-dehumanizers, people who dehumanized also perceived the virus as less risky to human health and caused less severe consequences for (...) infected people. They were more likely to be ideologically Conservative and believe in conspiracy theories about the virus. We largely replicated the results 1 month later in our second wave. Together, many Americans dehumanize Asians and Asian Americans during the COVID-19 pandemic with related perceptions that the virus is less problematic. Implications and applications for dehumanization theory are discussed. (shrink)

Various notions of independence of observables have been proposed within the algebraic framework of quantum field theory. We discuss relationships between these and the recently introduced notion of logical independence in a general operator-algebraic context. We show that C*-independence implies an analogue of classical independence.

Cet article a pour objectif d’éclairer la critique de médias développée par Günther Anders dans les deux tomes de L’Obsolescence de l’homme. Il s’agit de souligner qu’Anders a, le premier, mis en évidence le devenir spectaculaire de notre société : les médias modernes que sont la télévision et la radio ont entraîné une transformation ontologique du monde réduit à l’état de fantôme entre réalité et apparence, et un bouleversement psychologique du sujet placé dans des états schizophréniques. Notre hypothèse est que (...) cette critique des médias d’Anders se fonde sur et se comprend par une phénoménologie de la « médialité » des actes sensoriels entre activité et passivité, médialité qui va être subvertie par l’ambiguïté ontologique et épistémologique que créent les médias de masse. It is known that C. G. J. Jacobi wrote his first two letters to E. E. Kummer in the year 1834. Thanks to a find in the archive of the Mittag-Leffler Institute there is now the missing link , Kummer’s reply letter to Jacobi’s first letter. This letter seems to be the earliest one from Kummer still in existence (at least to a mathematician). Kummer tells in his letter about his situation as a teacher in Liegnitz, gives further a version (...) of his later paper on the summation of slowly convergent series and discusses Euler’s summation formula in connection with the practice of its use in numerical calculations. The article contains the complete texts of the three letters (up to those parts in Kummer’s letter identically contained in his published article) together with a commentary on their contents. In the tradition of Denotational Semantics one usually lets program constructs take their denotations in reflexive domains, i.e. in domains where self-application is possible. For the bulk of programming constructs, however, working with reflexive domains is an unnecessary complication. In this paper we shall use the domains of ordinary classical type logic to provide the semantics of a simple programming language containing choice and recursion. We prove that the rule of {\em Scott Induction\/} holds in this new setting, prove soundness (...) of a Hoare calculus relative to our semantics, give a direct calculus ${\cal C}$ on programs, and prove that the denotation of any program $P$ in our semantics is equal to the union of the denotations of all those programs $L$ such that $P$ follows from $L$ in our calculus and $L$ does not contain recursion or choice. En ces temps d’avenir perdu, les sociétés sont des sociétés spéculatives, qu’elles le veuillent ou non. Alors que la crise financière de 2007–2008 s’est transformée en une myriade de crises politiques dans les années qui ont suivies. En effet, l’esprit d’un âge néo-biedermeierien et les programmes politiques axés sur la stabilité sont devenus le modus operandi de l’Occident dans les contextes économiques et bien au-delà. Le désenchantement du néolibéralisme et son eschatologie politique dans un large éventail de domaines socioculturels perdurent (...) des deux côtés de l’Atlantique, tout autant que l’aporie des sociétés qui tentent de sauver le statu quo même si celui-ci avait perdu son chemin. En conséquence, les sociétés actuelles seraient, même sans le désirer, des sociétés spéculatives. Des éclaircissements sur la notion même de spéculation apparaissent alors nécessaires. Cet article vise à offrir ces éclaircissements. Pour cela, cet article s’appuie sur le cadre réglementaire d’après-crise de Bâle III. Cette analyse philosophique est d’autant plus éclairante si le « désarmement de la politique » (Habermas 2018, ma traduction) au nom de politiques prétendument inévitables, à vocation sécuritaire et stable, peut constituer l’objet de critique. Cet article est, par conséquent, une esquisse philosophique. Ce qui suit est une série de réflexions sur le concept de spéculation au-delà des frontières de la compréhension financière ou économique actuelle et, enfin, de minuscules manifestes sur la façon dont les études philosophiques et autres pourraient mobiliser et affiner ce concept. Tout d’abord cet article offre une histoire conceptuelle de la notion de spéculation (section deux). Dans un deuxième temps, les effets instables de l’aporie de stabilité concernant des régularisations financières sont analysés (section trois). Enfin, les bases pour un renouveau du concept de spéculation, utile pour la philosophie et qui maîtrise les apories des sociétés spéculatives, sont développées (section quatre). Si la philosophie ne peut prévenir la pensée d’être parfois large et incertaine, la philosophie peut sans doute être appréhendée comme un « hybride onto-épistémique-éthique », en recourant à la notion de spéculation. C’est ce que cet article suggère : offrir un langage qui pourrait permettre de penser la « spécularisation » des mondes sociaux en ce début du xxi e siècle. C’est à dire, le passage de la politique des classes à la politique identitaire (représentant les cultures plutôt que les classes), du capitalisme industriel à la politique culturelle (vendre des valeurs au détriment des fonctions) et des acteurs rationalisés au conservateur (choisir entre des identités à la place des préférences). The co-occurrence of stress-induced posttraumatic stress disorder (PTSD) and obesity is common, particularly among military personnel but the link between these conditions is unclear. Individuals with comorbid PTSD and obesity manifest other physical and psychological problems, which significantly diminish their quality of life. Current understanding of the pathways connecting stress to PTSD and obesity is focused largely on behavioral mediators alone with little consideration of the biological regulatory mechanisms that underlie their co-occurrence. In this work, we leverage prior knowledge to (...) systematically highlight such bio-behavioral mechanisms and inform on the design of confirmatory pilot studies. We use natural language processing (NLP) to extract documented regulatory interactions involved in the metabolic response to stress and its impact on obesity and PTSD from over 8 million peer-reviewed papers. The resulting network describes the propagation of stress to PTSD and obesity through 34 metabolic mediators using 302 documented regulatory interactions supported by over 10,000 citations. Stress jointly affected both conditions through 21 distinct pathways involving only two intermediate metabolic mediators out of a total of 76 available paths through this network. Moreover, oxytocin (OXT), Neuropeptide-Y (NPY), and cortisol supported an almost direct propagation of stress to PTSD and obesity with different net effects. Although stress upregulated both NPY and cortisol, the downstream effects of both markers are reported to relieve PTSD severity but exacerbate obesity. The stress-mediated release of oxytocin, however, was found to concurrently downregulate the severity of both conditions. These findings highlight how a network-informed approach that leverages prior knowledge might be used effectively in identifying key mediators like OXT though experimental verification of signal transmission dynamics through each path will be needed to determine the actual likelihood and extent of each marker’s participation. Verifying that conceptualisations of emotions are consistent across languages and cultures is a critical precondition for meaningful cross-cultural research on emotional experience. For achievement...

Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. Competence to enact responsible practices, such as recycling waste or boycotting irresponsible companies, is core to learning for responsibility. We explore the role of apps in learning such responsible practices ‘in the wild,’ outside formal educational environments over a 3-week period. Learners maintained a daily diary in which they reflected on their learning of responsible practices with apps. Through a thematic analysis of 557 app mentions in the diaries, we identified five types of app-agency: cognitive, action, interpersonal, personal development, and (...) material. Findings were interpreted from an actor-network perspective using the lens of ‘translation.’ To understand how apps enabled the learning of responsible practices, we analyzed app agency throughout four moments of translation: problematization, interessement, enrolment, and mobilization. Based on our analysis of how students’ app mentions changed over time, we further theorize learning as a sequence of subtranslations that form the larger translation process: learning as translation(s). Each subtranslation cycle is centered on enrolling a different set of human and nonhuman actors, with their competence, into the network. We contribute to the learning for responsibility field by showcasing how app-enabled learning may create real-life actor networks enacting responsibility, and by priming an actor-network pedagogy for ‘learning in the wild.’ We also contribute to the actor-network learning discussion by conceptualizing heterogeneous human–nonhuman competence and the first processual model of learning as translation(s). A widespread perception is that carnivores are limited by the amount of prey that can be captured rather than their nutritional quality, and thus have no need to regulate macronutrient balance. Contrary to this view, recent laboratory studies show macronutrient‐specific food selection by both invertebrate and vertebrate predators, and in some cases also associated performance benefits. The question thus arises of whether wild predators might likewise feed selectively according to the macronutrient content of prey. Here we review laboratory studies demonstrating (...) the regulation of macronutrient intake by invertebrate and vertebrate predators, and address the question of whether this is likely to also occur in the wild. We conclude that it is highly likely that wild predators select prey or selectively feed on body parts according to their macronutrient composition, a possibility that could have significant implications for ecological and foraging theory, as well as applied wildlife conservation and management.
